The COVID Inquiry heard the messages "portray a depressing picture of a toxic atmosphere" and "factional infighting and internecine attacks on colleagues".
The second part of the inquiry, led by Baroness Heather Hallett, begins nine weeks of public hearings looking at the UK government's actions during the pandemic.
