5:39Now PlayingFlat owners are ignoring laws aimed at stopping a repeat of the Grenfell Tower fire tragedy, Sky News has discovered.
Under the reforms introduced by the government, companies are required to fix serious fire issues, such as removing flammable cladding.
One of the UK's first Building Remediation Orders, issued by a judge last year, gave the owners of a block of flats in Bristol six months to fix fire safety defects.
But the order was ignored, leaving residents at risk and meaning they are unable to sell their properties.
Nationally, Sky has found that hundreds of thousands of people are living in at-risk buildings.
The finding comes ahead of a major report to be published on Wednesday that will name and shame those responsible for the Grenfell fire that killed 72 people in 2017.
