5:56Now PlayingA former judge has told Sky News an "urgent review" of prisons is needed and a reversal on "sentence inflation", a trend of prison sentences doubling in length over the past 50 years.
Ex Lord Chief Justice, Lord Thomas of Cwmgiedd said there was "not that much evidence" longer sentences acted as a deterrent.
He said overcrowding means resources aren't available to properly rehabilitate people and it was clear the "current system is not working".
Lord Thomas also commented on possible plans to send some prisoners to Estonia, saying it should be a "last resort".
