The prime minister stressed his plans to build an NHS fit for the future will not just involve "putting more money in" and will take "years, not months" to achieve.
Delivering a speech at the King's Fund in London, Sir Keir said fixing the country's struggling health service would require "major surgery, not sticking plasters".
