Sky's military analyst Sean Bell says Ukraine's President Zelenskyy has "immediately blamed the Russians", but adds it is difficult to establish exactly what happened "when there's only one real line of information flowing out".
He added that charity organisations like the ICRC, which are regularly present in the Donetsk region, "do an amazing job, but often in very, very difficult circumstances".
