"The reforms we brought in in 2013, were well-intentioned but didn't work the way we wanted," Laura Trott told Trevor Phillips.
"Then we had the pandemic, and it would be not the best idea I think to do a top-down NHS reform after a pandemic."
She said while she agreed in principle with the reforms Mr Streeting had introduced, "this isn't a silver bullet".
"This system exists in Wales where the waiting list is the highest in the UK," she said.
She added: "The changes have also resulted in costs and disruption, and we'll need to see a very clear plan about how that won't affect waiting lists further."
