Speaking to Trevor Phillips, Mr Streeting said 1,000 people a day are signing up for Personal Independent Payments (PIP) and "over the course of the year that's the size of the city of Manchester".
There are reports the government is rowing back on a plan to freeze PIP payments following backlash from Labour MPs.
