This includes the vital Diego Garcia military base, which will leased back from the Mauritian government.
Speaking in Hertfordshire, Sir Keir Starmer says the "full assessment" of why the decision has been made is "highly classified".
The military base is a joint UK-US one, and that Donald Trump has welcomed the deal.
The PM claims he had to make the deal as otherwise Mauritius would have taken the UK to international courts and probably won - with extra penalties implemented.
