But the prime minister avoided questions on the two-child benefit cap, claiming today's announcement is a "statement of intent", which will improve children's attainment and save parents £500 a year.
He added: "I would see it as part of a wider package, because we've already done work on childcare, breakfast clubs, and school uniforms. So it's about the children, giving them the best possible start in life."
