5:46Now PlayingIn 1997 then-President Bill Clinton signed the bipartisan Children's Health Insurance Program (otherwise known as 'CHIP') into law which dramatically expanded children's access to health insurance coverage by decreasing the uninsured rate among those under 18 by nearly 10 percentage points. The program, however, must be reauthorized every couple of years. Despite gridlock and hyper-partisanship, Congress dutifully reauthorized CHIP every time it needed to... until now. As of October 1, 2017, Congress has allowed CHIP to expire. This comes after they acted to approve a $700 budget for the military.
