Noem calls illegal migrant who shot off-duty border patrol officer 'scum of the Earth'

An off-duty U.S. Customs and Border Protection officer was shot during a robbery in Riverside Park in Manhattan on Saturday by a suspect who entered the country illegally.

Homeland Security Secretary Kristi Noem blamed the mayor and city council for the officer's injuries.

"Make no mistake, this officer is in the hospital today fighting for his life because of the policies of the mayor of the city and the city council, and the people that were in charge of keeping the public safe. They refused to do so."
