House lawmakers around US hold hearings to end soft-on-crime policies

A Democratic North Carolina state lawmaker said during a recent legislative session that "no correlation" existed between the brutal stabbing murder of 23-year-old Iryna Zarutska and the fact that her killer, Decarlos Brown Jr., who was out on cashless bail, was previously arrested 14 times.
