Louis David Galligan, a Winchester, Randolph County, Indiana, man, was arrested on January 4, 2024, and charged with several serious "sexual crimes" against minors on January 5, 2024. He bonded out of the Randolph County jail on January 5, 2024, after paying the small amount of $4,000 (10% of the $40,0000 bail.) From there, he quickly fled to England to avoid the American Criminal Justice System. (Galligan holds dual citizenship in both the United States & the United Kingdom).
Galligan was on the run as a fugitive from justice for just shy of 70 days.
As The Political Spotlight reported exclusively on Friday, March 29, 2024, Galligan had been arrested by police in England and placed in jail. At that time, a source in Federal Law Enforcement told Host Kristopher H. Bilbrey that the extradition process could be long and drawn out. Bilbrey was told it could possibly take years.
WELL, THE LATEST UPDATE IN THIS CASE IS AS FOLLOWS:
As of Tuesday, November 19, 2024, it has been confirmed that LOUIS DAVID GALLIGAN will soon return to the United States. His attempts at evading justice are nearly over, and he will soon be sitting in a Randolph County, Indiana jail, as he should be, awaiting trial!
Sources within the Federal Government have told Bilbrey the following:
"A Judge in the UK has agreed to order the extradition of Louis David Galligan back to the United States to await trial. Galligan had offered several reasons why he should not be sent back to the United States; however, the Judge from the UK DENIED his claims! The Judge ordered Galligan to remain in custody in England without a bond. The proper documentation is being sent from the courts in England to the United States Secretary of State, and the process will soon be underway. Due to the current "transition" within the Federal government in America, the extradition of Louis David Galligan could take up to two months to complete; that said, it is a done deal; it's just a matter of paperwork now!"
After Bilbrey heard this from his source in Federal Law Enforcement, he sought out his contacts within the local Law Enforcement in Randolph County, Indiana, and they, too, confirmed this news!
THIS IS FANTASTIC NEWS FOR GALLIGAN'S VICTIMS AND THE WINCHESTER, RANDOLPH COUNTY COMMUNITY AS A WHOLE! JUSTICE WILL BE SERVED, AND GALLIGAN WILL HAVE HIS DAY IN COURT, AS WILL THE VICTIMS AND THEIR FAMILIES!

GALLIGAN HAS FORMALLY BEEN CHARGED WITH THE FOLLOWING CRIMINAL CHARGES:
Counts 1 & 2:
- Felony 1: Rape When Compelled by Force or Imminent Threat of Force.
- Felony 3: Rape.
Counts 3 & 4:
- Felony 4: Promotion of Human Sexual Trafficking.
- Felony 4: Promotion of Human Sexual Trafficking.
Count 5:
- Felony 5: Child Exploitation.
Counts 6 & 7:
- Felony 6: Possession of Child Pornography.
- Felony 6: Possession of Child Pornography.
Counts 8, 9, & 10:
- Felony 6: Intimidation by Threat to Commit a Forcible Felony.
- A Misdemeanor: Intimidation.
- A Misdemeanor: Intimidation.
Count 11:
- A Misdemeanor: Making an Unlawful Proposition.
