8:47Now PlayingContemporary pictures show people in chain gangs picking cotton in prisons in the South. The prisons like Angola in Louisiana or Parchman Farm in Mississippi are often former slave plantations.
The act is legal and constitutional and although the 13th amendment to the United States Constitution abolished slavery, there's one exception in the text. Slavery is abolished except as a punishment for a crime. The exception means if you are convicted of a crime and sentenced to time in prison, you can be forced to work for little or no pay. In the South, incarcerated individuals pick cotton, in California, they fight wildfires and in New York, they made hand sanitizer during the pandemic.
