Federal agents are now prohibited from using chokeholds and carotid restraints unless there is a clear threat of death or serious bodily injury to officers or someone else. The department is also restricting the use of no-knock warrants. Attorney General Merrick Garland said the policies are aimed at building trust and confidence with the public.
