Lawmakers say they saw overflowing toilets, floors covered with feces and roaches and inmates covered in filth. Ten inmates have died there so far this year; at least four by suicide. The troubled jail's problems have been compounded by the pandemic, which has caused a staffing crisis and left inmates without food and adequate medical care.
