9:13Now PlayingAfter Democrats failed to pass voting rights legislation, Sen. Majority Leader Chuck Schumer announced Monday the need for the rule change by Jan. 17.
The change would lower the threshold to combat Republican opposition to those bills. Two Democratic holdouts against changing the filibuster are West Virginia’s Joe Manchin and Arizona’s Krysten Sinema.
The two said the change could backfire if Republicans take control of the Senate.
