11:54Now PlayingAccording to a memo obtained late this evening by the Associated Press, Senate Majority Leader Chuck Schumer will use a shell bill to evade an initial Republican filibuster that would block debate on voting rights legislation.
The shell bill involves amending an unrelated NASA bill to include provisions from the Freedom to Vote Act and the John Lewis Voting Rights Advancement Act. After the passage of the shell bill, Democrats plan to expedite it to the Senate, where they could start a debate on the bill with a simple majority.
