57:26Now PlayingSir Keir Starmer is due to give a speech on Monday morning in what is designed as a post-budget reset.
The speech is London is designed to reiterate the cost of living measures in the budget which ministers fear have been lost in the fallout. These include the freeze of rail fares and measures to bring down energy bills. He will also make a commitment to reforming welfare.
Starmer will say: “We have to confront the reality that our welfare state is trapping people, not just in poverty, but out of work. Young people especially. And that is a poverty of ambition.
“We must also reform the welfare estate itself. That is what renewal demands. We need to remove the incentives which hold back the potential of our young people.”
Ministers are understood to be considering changes that would no longer allow under-22s with long-term illnesses or disabilities to claim a health top-up to universal credit and spend the money on a scheme to subsidise employers who hire young people.
