Around 2:12 AM on March 9, 2022, Patrolwoman Arlene Lippencott of the Sparta Township Police Department responded to the scene of a motor vehicle accident on Route 15 in the vicinity of the Bagel Station. The two vehicles involved in the accident were a 2017 Dodge Durango and 2015 Jeep Wagon. She initially made contact with the driver of the Dodge, and proceeded to make contact with the driver of the Jeep, identified as 20-year-old Shannon. The Jeep had struck a JCP&L utility pole and also damaged the guardrail nearby. Shannon proceeded to tell Patrolwoman Lippencott that she thought other vehicles were pursuing her, although her narrative seemed rather inconsistent.

Sergeant Schomp, Corporal Rubino, Patrolman Poon, and Patrolman Longo eventually arrived on scene to assist with the investigation. Route 15 was temporarily shut down and JCP&L was notified of the damaged utility pole. First responders were called to the scene to evaluate Shannon, and Patrolwoman Lippencott proceeded to interview Shannon and document her outline of events.

Shannon told Patrolwoman Lippencott that she had left her friend’s house and she was heading home. She also indicated that she did not want her parents notified, and the officers were not obligated to do so because she was legally an adult. As she was speaking with Shannon, Patrolwoman Lippencott noticed that her eyes were watery and bloodshot and she displayed other indicators of impairment, but she denied being under the influence of alcohol. Paramedics from St. Clare’s arrived on scene to evaluate Shannon, and Patrolwoman Lippencott detected the odor of an alcoholic beverage emanating from her person in the ambulance.

Field sobriety exercises were not performed at the scene of the accident. Based on the accident and other the indicators of impairment though, Patrolwoman Lippencott informed Shannon that she was under arrest for operating under the influence. After Shannon was advised of her Miranda rights, she was taken by ambulance to Newton Medical Center for further evaluation. Once Shannon was at the hospital, Patrolwoman Lippencott contacted the on-duty Assistant Prosecutor Brent Rafuse and asked him to apply for a telephonic search warrant to obtain blood and urine samples from Shannon because she was unable to submit to a breathalyzer.

Judge Eliades was contacted through Smart Courts and a conference was initiated between Brent Rafuse, Patrolwoman Lippencott, and Judge Eliades. After the conference, Judge Eliades approved the warrant and sent her a copy via email. Shannon was served with a copy of the warrant and hospital staff was able to obtain blood and urine samples from her. The blood and urine samples were subsequently taken to Sparta Township Police HQ and placed in an evidence refrigerator for further analysis.

Shannon responded to Sparta Township Police HQ later on the evening of March 9th to receive her summonses. Patrolwoman Lippencott issued her the following summonses: Operating under the influence, operating under the influence underage, careless driving, reckless driving, failure to maintain lane, improper tires, and failure to notify DMV of address change.
