The European Union is adopting a new, ninth package of sanctions against Russia, including bans of the export of drones and aircraft engines and investments in the energy sector, taking Russian TV channels off the air and individually sanctioning around 200 people. Given that the bulk of the package was taken up by these individual sanctions, Mikhail Fishman and special guest Ilya Shumanov of Transparency International in Russia consider how effective these individual sanctions are as a genuine strategy to end the war. Can they help stop the war or are they simply a form of punishment? What might a more effective type of sanction look like?
