Bill Taylor, the top diplomat to Ukraine, explained in a House impeachment inquiry hearing on Nov. 13, how he had learned that the military aid pledged to Ukraine was conditioned on that country's president announcing that it was investigating President Donald Trump's 2020 political rival, Joe Biden. "It's one thing to try to leverage a meeting in the White House. It's another thing, I thought, to leverage security assistance -- security assistance to a country at war, dependent on both the security assistance and the demonstration of support," Taylor said during his questioning by Democratic Counsel Daniel Goldman. The top diplomat said that distinction made it "much more alarming" to him.
