Tim Morrison, a former White House official who served on the National Security Council testified in a public impeachment hearing that he reported his concerns about Trump’s July 25 phone call with the president of Ukraine because he was concerned about the political fallout. Morrison has previously testified that he did not think the phone call, in which Trump asked the Ukrainian president to investigate 2020 presidential candidate Joe Biden was “illegal,” but when Democratic counsel Daniel Goldman asked Morrison whether he would agree that asking a foreign government to investigate a political rival is appropriate, Morrison responded: “it’s not what we recommend the president discuss.”
