Republican counsel Stephen Castor asked Kurt Volker, the former U.S. special envoy to Ukraine, whether he agreed with Ambassador William Taylor's description of an "irregular" channel on Ukraine policy, including President Donald Trump's personal lawyer Rudy Giuliani. Volker said he disagreed with that characterization "because I've been in my role for a couple of years ... and I think having support from various U.S. officials for strengthening our engagement with Ukraine, I view as a positive thing." Volker added that if the concern, then, was Giuliani's role, he said he "doesn't view that as a channel at all." Volker said Giuliani could be a "useful barometer in understanding in what may be helpful communication from the Ukrainian government, but not someone in a position to represent the U.S. government at all." The impeachment probe centers around a July phone call in which Trump asked the president of Ukraine to investigate former vice president and 2020 presidential candidate Joe Biden and his son, Hunter. Lawmakers are seeking answers on whether Trump withheld U.S. aid to Ukraine in exchange for those investigations.
