Jonathan Turley, a George Washington University law professor, warned House lawmakers that they might be guilty of the same misconduct they accuse Trump of committing—abuse of power. “If you impeach a president, if you make a high crime and misdemeanor out of going to the courts, it is an abuse of power. It’s your abuse of power,” Turley testified during a House Judiciary Committee hearing on Dec. 4. Turley noted that the judicial system was created in part to resolve conflicts between the presidency and Congress, and House lawmakers should be careful of how they use the rulings that the courts produce. The focus of the Judiciary hearing, which came after the House Intelligence Committee had hearings in late November, is to define the grounds for a presidential impeachment.
