WATCH: Feldman: President not cooperating in impeachment inquiry ‘putting himself above the law’

Law professor Noah Feldman said any obstruction of Congress is a “problem because it undermines the basic principle of the Constitution.” “A president who says, as this president did say, ‘I will not cooperate in any way, shape or form with your process’ robs a coordinated branch of government, he robs the House of Representatives, of its basic constitutional power of impeachment,” Feldman said. He went on to say, with emphasis, that “a president who will not cooperate in impeachment inquiry is putting himself above the law.” Feldman's comments came in the midst of questioning by Democratic counsel Norm Eisen during the Dec. 4 public hearings by the House Judiciary Committee as part of the impeachment inquiry into President Donald Trump. The focus of the Judiciary hearing, which came after the House Intelligence Committee had hearings in late November, is to define the grounds for a presidential impeachment.
