Rep. Val Demings, a House manager, laid out the case for the House of Representatives’ second article of impeachment against President Donald Trump—obstruction of Congress. Demings, D-Fla., told senators in the impeachment trial on Jan. 24 that, in response to the House inquiry into Trump’s dealings with Ukraine, the president issued a “declaration of total defiance” and “a wholesale rejection of Congress’ ability to hold the president accountable.” The House of Representatives impeached the president in December on two articles -- abuse of power and obstruction of Congress. The Senate trial will determine whether Trump is convicted of the two articles of impeachment and removed from office or whether he is acquitted.
