"An oligarchy is taking shape in America of extreme wealth, power, and influence that really threatens our entire democracy," he said in an address from the Oval Office.
Biden, who leaves office in less than a week, used the address to reflect on his term in office as the country looks ahead to the incoming Trump administration.
"People should be able to make as much as they can, but play by the same rules, pay their fair share of taxes," he said.
