In 2004, Eric W. Davis published a propulsion paper dedicating an entire chapter to Robert Bussard's inertial electrostatic confinement fusion. This wasn't theoretical work. It documented operational technology developed through collaboration with George Miley, David Froning, and Paul Czysz. The system uses polyhedral magnetic configurations to contain electrons, forming a charge well that drives fusion ions into spherical compression without physical grids or material contact.

The key innovation involved non-equilibrium plasma control. Standard approaches spread particle energies across Maxwell distributions where minimal fractions achieve fusion conditions. This design maintains ions at precise reaction energies, maximizing collision probability. Aneutronic fuel cycles like proton-boron reactions emit only charged particles without neutron radiation, eliminating shielding mass. The MH370 orbs most likely operate on aneutronic cycles because neutron-emitting reactions require prohibitive weight and destroy onboard systems.

Davis documented joint development between Bussard and Czysz for the National Aerospace Plane program, incorporating IEC systems into air-breathing hypersonic propulsion through Air Force Research Lab contracts spanning 2002 through 2004. Bussard stated all fundamental physics questions were resolved by his final tests and engineering development could proceed, but program funding remained constrained to avoid DoE territorial disputes.
