Law enforcement can only detain or arrest someone when they have probable cause that a crime was committed by that person.
Until investigators reach that legal threshold, individuals may be interviewed and allowed to leave—even if detectives still consider them a person of interest or potential suspect. This is a key part of how real investigations work and why cases sometimes take time to build.
