Bottoms, a Democrat, told the Associated Press that mayors know what measures would be best for their communities amid the coronavirus pandemic.
Officials in the state have said that COVID-19 has killed more than 1,000 people in Georgia, as aggressive efforts to reboot the state's economy continued.
Restaurants in Georgia were allowed to resume limited dine-in service on Monday while barber shops, nail salons, bowling alleys and tattoo parlors reopen on Friday.
Governor Kemp, a Republican, hasn't said whether he plans to extend his shelter-at-home order that's set to expire after Thursday.
Bottoms said she's concerned that he's putting black communities, which the virus has hit especially hard, at an even greater risk.
Since Kemp announced Georgia's plans to reopen, other states in the nation have followed suit.
But Bottoms warns against it.
For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks.
For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia and death.
The vast majority of people recover.
