He also questioned Democratic presidential nominee Joe Biden's support of African American voters.
"He doesn't say a word about the thousands of African-Americans who are murdered each year as a result of violent crime in Democrat-controlled cities," Trump said. "They are murdered by the thousands and they never, ever mention it."
Trump was addressing a rally in North Carolina on Tuesday.
Election officials warn that the president's suggestion could cause further disruption and long lines on an Election Day already complicated by the coronavirus pandemic.
