A White House spokesman said the Trump administration is “optimistic” about a deal coming together within 48 hours.
People briefed on the negotiations say the draft of the roughly $900 billion proposal includes $600 in payments for individuals, $300-per-week in supplemental unemployment insurance payments and aid for small businesses as well as about $17 billion for airlines. But it omits aid to state and local governments and lawsuit liability protection, the two issues that have stymied earlier attempts at an agreement.
McConnell, House Speaker Nancy Pelosi, Senate Democratic leader Chuck Schumer and House Republican leader Kevin McCarthy have been directly involved in the negotiations, raising prospects for a package that can quickly pass the House and Senate.
Leaders plan to attach the pandemic relief plan to a $1.4 trillion bill that would fund the federal government through the end of the fiscal year on Sept. 30. That legislation has to pass by Friday to avert a partial government shutdown unless another temporary stopgap bill can be employed.
