Jacob Blake Senior appeared at a Chicago news conference with the Reverend Jesse Jackson soon after the Kenosha County district attorney announced his decision.
Kenosha is about 60 miles north of Chicago.
"It did not sideswipe us or jump us from the backside. We understood what was going to come when they called in National Guard," said the elder Blake.
He went on to say that "we must abolish the right for policemen to be seen on a higher plane than citizens of the United States."
