Texas Gov. Greg Abbott on Thursday asked Biden for the declaration to help the state recover from extreme winter weather that led to power outages, burst pipes and other statewide damage.
Biden said Friday that he intends to grant Abbott's request.
The president says he wants to visit Texas but doesn't want his presence to create a burden for local officials working on the recovery. He says he'll decide next week on whether to travel.
He commented at the White House before a trip to a Pfizer vaccine manufacturing plant in Michigan.
