Biden made his comments during a joint press conference with German Chancellor Olaf Scholz at the White House, shortly after the two leaders met for talks about the simmering crisis.
The State Department has already authorized nonessential diplomatic employees to leave the country and called on all family members of diplomats to leave the country.
Biden said he doesn't know what Russian President Vladimir Putin's thinking is about a Ukraine invasion. But he said Putin "has to realize that it would be a gigantic mistake for him to move."
The president said he has been very "blunt" with Putin about the consequences of an invasion, underscoring that the U.S. and its allies "will impose the most severe sanctions that have ever been imposed, economic sanctions, and there will be a lot to pay for that down the road."
Russia has denied any plans to attack its neighbor but demands that the U.S. and its allies bar Ukraine and other former Soviet nations from joining NATO, halt weapons deployments there and roll back NATO forces from Eastern Europe. Washington and NATO reject those demands.
Biden also defended Germany as a "completely, totally, thoroughly reliable" ally and partner amid criticism that Germany has not done enough to support Ukraine.
Scholz's government's refusal to supply lethal weapons to Ukraine, bolster its troop presence in Eastern Europe or spell out which sanctions it would support against Russia has drawn criticism abroad and at home.
Speaking at the press conference Monday, Scholz insisted his country is doing its part.
"We are the country in continental Europe that is making the largest contribution, financial means and also military power," Scholz insisted.
Biden backed him up. "Look, there is no doubt in America's mind that Germany is an incredibly reliable ally and one of the leading physical powers in NATO," he said.
