On November 13, 2025, a Clearwater County deputy recognized 75-year-old Dennis Hoie at a gas station in Bagley, Minnesota. The deputy knew Hoie had outstanding felony warrants and moved in to take him into custody. What began as a routine arrest attempt quickly turned into a struggle. Hoie fought the deputy, broke free, and jumped into his pickup truck.

Deputies and a Bagley police officer pursued Hoie through town, across residential areas, onto U.S. Highway 2, and eventually north on McDougal Avenue. The chase ended when a Bagley officer used a PIT maneuver, spinning Hoie’s truck into a residential driveway.

As deputies approached the vehicle on foot and tried to get Hoie out, he pulled a flare gun and fired it toward the deputies standing near the driver’s side door. In that moment, Deputy Hallman fired through the passenger-side window, striking Hoie.

Officers immediately called for medical help and began lifesaving efforts, but Hoie was pronounced dead at the scene. One deputy suffered a minor graze injury that did not require treatment. The Minnesota Bureau of Criminal Apprehension is now handling the independent investigation, reviewing the bodycam footage, witness statements, and all use-of-force documentation.
