Germany's defense ministry said the increase is a response to this year's experience, which it said showed that planned amounts were quickly exhausted. Ukraine's counteroffensive has so far failed to drive out Russian forces entrenched in the south and east.
The measure will need approval from lawmakers, but defense minister Boris Pistorius said the funds send an important message.
