American "state capacity"--the ability of the government to get things done--has been in decline since the 1960s. The reason for this is not that "unelected bureaucrats" are out of control; the reason is rather that distrust of government on the part of both Right and Left has encumbered them with layers of rules that are designed to stop rather that facilitate effective government.
