Disturbing footage from St. Paul, Minnesota shows ICE agents using a restraint method that was banned following George Floyd's death in 2020. The video captures agents kneeling on a detainee's neck while face down on the ground at a Speedway gas station on January 11th. The individual has been identified as Orbin Mauricio Enriquez Serrano, who remains missing. His abandoned jeep was located, but ICE has released no information about his whereabouts or condition.
The footage shows Serrano either unconscious or potentially deceased as agents carry his body away. This Minnesota incident raises serious questions about compliance with restraint policies implemented after George Floyd's death. The neck compression technique used on detainees was specifically outlawed following that tragedy six years ago.
ICE agents are seen applying this banned method to both immigrant detainees and American citizens. Angel Castillo posted on Facebook that Serrano has not been found, and authorities have provided no updates. The St. Paul gas station encounter resulted in Serrano being carried away unresponsive, yet mainstream media has largely ignored the story.
The George Floyd case fundamentally changed law enforcement restraint protocols in Minnesota and nationwide. This new incident at the Speedway gas station demonstrates potential violations of those policies.
