He urged House leadership to allow real negotiations, saying Congress must “sit down and have a meaningful conversation and write the legislation in the interests of the American people.”
The Maryland Democrat also underscored that a significant number of lawmakers across both parties support reform, particularly the requirement of a warrant before accessing Americans’ private communications — a cornerstone of Fourth Amendment protections.
The debate highlighted deep divisions in Washington over surveillance authority, transparency, and executive power, as lawmakers face mounting pressure to strike a balance between security and civil liberties.
