Senate Republicans unanimously voted against moving ahead on additional funding for Ukraine and Israel this past week, insisting that foreign aid be paired with changes to immigration and border security.
Ukraine "is so unpopular in the Republican base that this is the only way that Republicans think that they will not be punished for passing Ukraine aid," Caldwell said.
Billions of dollars in military and economic aid is now stalled until Republicans and Democrats can find common ground. As Congress is scheduled to leave Washington in mid-December for a holiday break, the Biden administration warns that failing to approve more aid by the end of the year could have dire consequences for Ukraine.
