This theory is a reading of the Constitution that would give state legislatures wide authority to gerrymander electoral maps and pass voter suppression laws. It has even been used as political cover to try to overturn elections. The Supreme Court has agreed to hear the case involving the partisan gerrymandering of electoral maps in North Carolina in its next session. Lisa Graves is the ED and Editor in Chief of True North Research. Prior to creating that organization, she ran the Center for Media and Democracy. She is an attorney who served in the Clinton Justice Department and taught at George Washington Law School.
