About $3.5 billion dollars in requests have been circulating among public officials over the past several months, and before the 2016 session adjourns, Governor Dayton, the Minnesota Senate and House of Representatives will need to reach an agreement on the amount of the bonding bill and which capital improvement projects to fund.
A high priority for Governor Dayton is dedicating $220 million dollars for the improvement of water quality in Minnesota. According to Commissioner Frans, the money would help provide grants to local communities for upgrading or replacing their wastewater systems. Governor Dayton’s bonding proposal also sets rail and pipeline safety as a major priority, with $70 million dollars being directed for major rail grade separation projects.
Under Dayton’s bonding plan, $343 million dollars is directed for asset preservation and new construction projects at Minnesota’s public higher education institutions, including the University of Minnesota and Minnesota State College and University (MnSCU) campuses. The amount set aside for higher education represents about 25 percent of the governor’s bonding proposal.
