23:52Now PlayingThe Senate Capital Investment Committee took its first detailed look Tuesday, January 17, at Governor Mark Dayton's proposed $1.5 billion dollar bonding proposal. Dayton's plan would, according to administration officials, leverage about $600 million dollars in additional funding and create nearly 23,000 jobs.
Among the many initiatives, the plan funds public infrastructure upgrades; higher education building improvements; agricultural research, local road and bridge projects and water and natural resources protection efforts.
According to Minnesota Management and Budget Commissioner Myron Frans, 35 percent of the projects are slated for Greater Minnesota; 30 percent for the Metro area and 35 percent for projects statewide.
Senators comments about the proposal ranged from the administration's failure to include improvements to Highway 12 in west metro area to expanding visitor parking near the State Capitol. In regards to improving Highway 12, Senator David Osmek, R-Mound, said, "If that is not part of the proposal, I will not vote for this package under any circumstances." Senator John Jasinski, R-Faribault, expressed similar concerns over the exclusion of improvements to Highway 14. Commissioner Frans said whether a project is part of a bonding bill or transportation bill is not indicative of the administration prioritizing its completion
