49:47Now PlayingA bill to allow electric cooperatives to operate independently of Public Utilities Commission review won the approval of the Senate Energy and Utilities Committee Tuesday, January 31.
According to bill author Sen. Bill Weber, R-Luverne, local electric cooperatives are governed by elected board members and are responsible to their customers. He explained that his proposal would not impact rates charged for hooking up solar units to the local electrical grid. Speaking in support of the bill, Jim Horan of the Minnesota Rural Electric Association said that the bill would place the responsibility on local members to convince fellow members that interconnection costs should be socialized. "The member should rely on the democratic process, and that is what this bill is about," he said.
Allen Gleckner of Fresh Energy spoke in opposition to the bill. "In essence this bill is an attempt to allow co-ops free reign to charge a small set of their customers new fees as high as $83 dollars per month," he said.
The bill was sent to the Senate Finance Committee.
