The Senate cannot pass a bonding bill without bipartisan support, and last week’s $1.5 billion bonding proposal failed to achieve the necessary three-fifths support.
Details of the offer include passage of the aforementioned bonding bill with an additional $200 million allocated for local roads and bridges and $398 million in cash for other agreed-upon capital investments in exchange for a $5.4 billion tax bill that includes the elimination of income tax on social security benefits. The GOP caucus would also like to see increases in budget targets for agriculture and human services.
