Question: Prior to handover of property, who must bear expenses on electric meters, water meters etc. - the builder or the buyer?
Answer: Usually builders will charge you for the installation of the meter and the cabling and this is mentioned in the agreement. Obviously, you are not liable to pay for the use of electricity/water prior to you taking possession.
