The initiative had become one of Prime Minister Narendra Modi's most difficult challenges and did not resolve by just repealing the 3 farm laws. After ministers agreed to explore their other demands, including guaranteed prices for produce and the removal of criminal charges against protesting farmers, the farmer groups are retreating home. Farmers are India's most powerful voting bloc, and many believe the government may have been driven to reverse the legislation due to approaching state elections in Punjab and Uttar Pradesh.
