According to the F.I.R., the youth were now preparing lone wolf strikes. One of the accused allegedly claimed that he was recruiting young people for Lashkar-e-Taiba and the ISI. The Centre has turned over the case to the federal investigative agency, the NIA. The NIA F.IR. plainly states that it is a very serious offence because one of the accused has a history of terror, and he was the one assigned the mission of recruiting young people, with handlers from ISI and Lashkar-e-Taiba.
